RALEIGH, NC-- Republican legislative leaders and Gov. Pat McCrory have been talking up how they want to overhaul North Carolina's tax code this year.

But they are facing obstacles that lawmakers have encountered in the past as the first detailed proposals get scrutinized in the Senate.

Fiscal advocacy groups say proposals either hurt the poor or don't go far enough for job growth. Trade and government associations are criticizing the fine print. Industry groups don't want to get taxed more or lose their prized loopholes.

And Republicans are still working through what an overhaul would look like. Some Senate Republicans want to start a long-term plan to eliminate all income taxes. House leaders and McCrory seem to want a more measured approach.
