Undated -- In prepared testimony, Health and Human Services Secretary Kathleen Sebelius apologized for all the glitches with the Health care roll out.
She also blamed contractors hired to build the website for the "Centers for Medicare and Medicaid Services" Or CMS.
Just last week those contractors blamed CMS.
They said CMS demanded last minute changes and didn't give enough time to test the site.
Sebelius said she feels confident the site will be working well by the November 30th date that its all supposed to be fixed.
Quality Software Services has now been handed the task of fixing the website by the end of November.
The Maryland-based company was founded in 1997 .
Nearly 90% of the work they do is for the government: including the departments of Education, Housing & Urban Development, Transportation, Treasury and Homeland Security.
In 2012 United Health Group bought Quality Software Services for an undisclosed sum.
